The recycling fee on cars has been mandatory since 1 May 2021 for all cars and light commercial vehicles that receive a Dutch registration for the first time.

The recycling fee for passenger cars and light commercial vehicles has been set at € 1 from 2023 January 22,50. The RAI Association and Auto Recycling Nederland (ARN) recently announced this. This means that the amount has been reduced by € 2,50 compared to € 25 per car this year. The recycling fee is collected so that all cars in the Netherlands can be properly recycled at the end of their lifespan. The management fees that participating importers pay to ARN for the collection and recycling of Li-ion batteries for electric vehicles will remain the same.

Decrease in recycling contribution for cars

The recycling fee on cars has been mandatory since 1 May 2021 for all cars and light commercial vehicles that receive a Dutch registration for the first time. In this way, a contribution is made to the recycling fund for every car. Despite rising recycling costs, the recycling contribution can be reduced again as a result. After the recycling contribution fell from €30 to €25 last year, the amount will decrease further to €1 as of January 2023, 22,50. The recycling fee is part of the total price when purchasing a car that is placed on the Dutch market for the first time.

Recycling performance of 98%

The recycling contribution on cars is used by ARN to meet the legal obligation of at least 95% car recycling and reuse. End-of-life cars in the Netherlands are sustainably recycled and virtually all residual materials are put to good use. Car dismantling companies, shredder companies and recycling companies have jointly achieved a recycling percentage in recent years.

Equal management fee for car batteries

The management fee for the collection and recycling of Li-ion car batteries was halved last year. The reason for this was that car batteries appear to last longer than originally expected. The current rates are well aligned with the expected future obligations for the collection and recycling of end-of-life car batteries. For that reason, the management contributions that participating car importers pay to RNA payment for collection and recycling of Li-ion batteries as of January 1, 2023 unchanged.

Reuse of end-of-life car batteries is 83%

The management contribution makes it possible to recycle used car batteries in a sustainable manner. Together with dealerships, car dismantling companies and recycling companies, a recycling performance of 83% was achieved last year. The legal recycling requirement of at least 50% of the weight of the lithium-ion batteries has thus been amply met.

The contributions for Li-ion starter batteries and drive batteries in 2023 (incl. VAT):

  • € 3,- per battery with a weight of ≤5 kg
  • € 5,- per battery with a weight >5 kg and ≤15 kg (48V category)
  • € 8,- per battery with a battery weight >15 kg and ≤25 kg
  • € 25,- per battery with a battery weight >25 kg and ≤100 kg
  • € 45,- per battery with a battery weight >100 kg and ≤350 kg
  • € 55,- per battery with a battery weight >350 kg and ≤600 kg
  • € 65,- per battery with a battery weight >600 kg and ≤900 kg

Unchanged management contribution for lead-acid and NiMH starter batteries and drive batteries

The management contribution for lead-acid and NiMH starter batteries and drive batteries will remain unchanged in 2023 compared to 2022: € 0,05 (excl. VAT).
