Healthcare transport, also referred to as target group transport, is marketed by clients through European tenders, so that a large number of interested carriers can compete for the contract. Unfortunately, these tenders have a system that stimulates high-risk tendering, increases the chance of obtaining 'paper quality' and places the risks of changing government policy (too much) on the tendering parties. The Mobility Procurement Institute (AIM) was founded by social partners in the taxi sector (KNV, FNV and CNV) to draw the attention of parties that purchase healthcare transport, including municipalities, provinces and healthcare institutions, to important themes for the sector.

According to the AIM, there is a risk of unprofitable exploitation of contracts. Because transport costs consist for 90% of fixed costs (wages and equipment), there is a tendency to compete on terms of employment. That is an undesirable situation. Well-trained and experienced industry workers are crucial. The quality of the transport often stands or falls with the experience of the user in the taxi. The driver plays an important role in this. This concerns a vulnerable target group, for which you must and want to arrange it properly.

In previous years up to 2019, AIM noted that in nearly 70% of the tenders assessed by AIM, price played a dominant role in the award of transportation. Fortunately, this changed slightly in 2019. from analyses it appears that this percentage has dropped to below 50% in relative terms. Transport is an extension of care for a vulnerable target group and therefore see this shift as a positive development. AIM hopes that this line will continue in the coming years and is actively monitoring it.

The situation in healthcare transport can be compared well with that of home healthcare, which has been discussed and published a lot. Transport involves vulnerable groups: the elderly, people with disabilities, pupils and patients. If entrepreneurs and employees are put under too much pressure, this will be at the expense of the quality of the services provided to this vulnerable group
