Rover and the other consumer organizations find it unacceptable that NS does not want to fully restore the timetable next year. The organizations want all NS trains to return to the timetable as soon as possible, especially on busy weekends.

NS currently runs only 87% of the original 2023 timetable due to staff shortages. NS wants to restore the timetable to a maximum of 97% by December, depending on developments. This means that in 2024 travelers will still have to deal with at least 3% fewer trains than before. This percentage may continue to rise sharply. On some routes, the number of trains will also decrease further in 2024 than this year. This will be especially noticeable in the early morning and evening hours.

“This means that the timetable falls below the minimum quality level that travelers can expect and you risk losing travelers. We cannot agree to this,” the consumer organizations write in an opinion to NS. The organizations have little understanding for the fact that NS may want to scale down additional trains if not enough passengers return: "Your efforts should be aimed at winning back passengers and not at limiting the supply".

Rover and the other consumer organizations are calling for all trains to run again as soon as possible. Especially on weekends, since the number of travelers on these days has now recovered to pre-corona levels. If staff shortages throw a spanner in the works, NS could, following the example of other train operators, opt for fewer conductors per train and only a driver for short trains: “passengers would rather see an NS train with one less conductor than no NS train”.
