This agreement marks the first step in the adoption of the “Fit for 55” legislative proposals package presented by the Commission in July 2021 and shows how the EU is delivering internally on its international climate commitments in the run-up to COP27.

The European Commission welcomes the agreement recently reached by the European Parliament and the Council to ensure that all new cars and vans registered in the EU will be emission-free by 2035. As an intermediate step towards a zero-emission EU, the new CO2 standards will also require that new cars emit on average 2030% less by 55 and new vans by 2030 on average 50% less. “The agreement sends a strong signal to businesses and consumers that the EU embraces the transition to zero-emission mobility. It is therefore no wonder that of the entire 'Fit for 55' package, this is the first dossier on which the Member States and the European Parliament have reached a final agreement."

This clear signal to manufacturers and citizens will accelerate the production and sale of low- and zero-emission vehicles and put road transport well on the path to climate neutrality by 2050. This new legislation will make the EU's transport system more sustainable, provide cleaner air for Europeans and is an important step towards achieving the European Green Deal. It clearly demonstrates the EU's determination to achieve its climate goals and that the Russian war of aggression in Ukraine is not slowing down our clean energy transition, but is actually accelerating our work, making our aim to become the world's first climate-neutral continent by 2050 only gets closer faster.

Next steps

Today's provisional agreement must now be formally adopted by Parliament and Council. Once this process is complete, the new legislation will be published in the Official Journal of the Union and will enter into force.

Background

The revision of CO2 emissions standards for cars and vans is one of the “Fit for 55” proposals presented by the Commission in July 2021 to make EU policies on climate, energy, land use, transport and taxation fit for purpose. to reduce net greenhouse gas emissions by at least 2030% by 55 compared to 1990 levels.

Achieving these emission reductions over the next ten years is crucial if Europe is to become the world's first climate-neutral continent by 2050 and to achieve the European Green Deal. The legislative instruments are designed to achieve the objectives agreed in the European Climate Law and fundamentally transform our economy and society for a fair, green and prosperous future, according to the Europese Commissie.
