Panteia has calculated that the NEA index for taxi transport will be 2021% in 1. The two most important developments that take into account are the increase in collective labor agreement wages by 1,5% as of 1 January 2021, bringing the index to a total of 1,9% for 2021, and a decrease in fuel costs in 2020, resulting in a correction of -0,9% is implemented.

According to Royal Transport Netherlands the cost developments are based on established facts such as the Cao Taxi Transport and forecasts of the Central Planning Bureau. Cost increases due to increased congestion were not taken into account in the calculation of the cost development. The corona crisis, which has had a major impact on taxi transport since March 2020, has led to a sharply reduced turnover. Since turnover is not part of Panteia's cost developments, this effect is not included in this study. 

In addition to the regular wage and price development of the various cost types, the corona crisis also affects the overall cost development. The cost development effects cannot be directly expressed in a single figure for the entire taxi sector. These effects have therefore not been included in the cost development.
