People who do not voluntarily stay at home because they are infected with the corona virus or have been in contact with an infected person may be obliged to do so. The recent developments surrounding the virus and the resulting deterioration in health conditions in various EU countries have led to changes in travel advice yesterday, on the advice of the RIVM. 

A number of countries have received an orange travel advice and for a number of countries home quarantine was imposed upon return to the Netherlands. A country may have an orange travel advice because the RIVM judges that the health situation is not safe (COVID risk area). Minister Hugo de Jonge is investigating the possibilities of introducing such a quarantine obligation, if necessary even with a fine or other punishment as a sanction if one does not want to comply with the rules.

Travelers returning from such countries will go into home quarantine for ten days when they return home. Countries that impose restrictive measures, such as quarantine on arrival due to the health situation in the Netherlands, on Dutch citizens are also given an orange travel advice, because those restrictive measures are not compatible with a tourist travel pattern.

The government discourages holidays to both types of orange travel areas, one
after all, vacation is not a necessary journey. It is not only focused on
informing the traveler about the situation in a particular country via the
travel advice, but also actively discourage booking and travel to
areas with an orange travel advice.

Given the current epidemiological situation, it is of great importance that travelers do not undertake holiday trips to areas for which an orange travel advice applies. The cabinet is therefore taking a number of additional actions to facilitate such trips discourage. To reinforce this earlier call even more, the cabinet is entering into talks with representatives of the travel industry and international carriers.

For example, the State Secretary for Infrastructure and Water Management has already agreed that NS International will be sold for international tickets in the future train connections, including the new international train connections to Vienna and London, does not promote train tickets to areas where an orange travel advice applies. Informs travelers extensively about both travel advice and the risks of traveling to areas where an orange travel advice applies. Attempts are also being made to make similar arrangements with other carriers and parties, such as Airlines for Europe.
