The existing temporary flight ban on passenger flights will be extended to Spain. There is an exception for repatriation. This concerns both planned and unplanned flights with only Dutch residents on board. 

Following an additional advice from RIVM, the Cabinet, on the recommendation of the Minister of Health, Welfare and Sport, has decided to expand the applicable restrictions in the Regulation on temporary prohibition of civil aviation airspace in the Netherlands in connection with COVID-19 virus. .

An exception ground for the transport of medical personnel or patients is also added, if this is in the interest of public health in the Netherlands.

These no-fly restrictions will take effect on 21 March 2020 at 20:00 local Dutch time with the entry into force of the attached regulation of the Minister of Infrastructure and Water Management. The scheme applies until 4 April, 20 p.m. local Dutch time, unless the Minister of Infrastructure and Water Management has decided to extend the scheme before that time.
