As of 1 January, the city of Blankenberge will significantly increase the number of taxi stops as a result of the new Flemish decree. The perimeter of a city trip is increased from 2 to 2,5 kilometers, while the rate of 8 euros remains unchanged.

From January 1, 2020, operators can apply for a reformed license to operate a taxi service. For street taxis, the fixed rates, quotas and the restriction to the municipal territory for taxis will be removed. The Flemish government wants to allow the market to play more with these measures, in the hope that there will be more supply in terms of taxis and that prices will fall.

On 26 April 2019, the Flemish Government gave its approval in principle to the implementing decree accompanying the taxi decree, on operating conditions for individually paid passenger transport. The opinion of the MORA and from the Flemish supervisory committee, after which it will go to the Council of State for advice.

Following the advice of the Council of State, the Flemish Government gives its final approval to the implementation decree of the Taxi Decree on operating conditions for individually paid passenger transport. The decision further specifies the policy objectives, namely to put the taxi on the map as a more attractive and accessible means of transport, taking into account quality, safety, affordability and socio-economic impact. 

The decision includes the procedure for applying for a permit from the municipality by the operator, and a new scheme for applying for and issuing a driver's pass. It also contains procedures for stopping, revoking or suspending the permit or driver's pass.
