A number of conditions apply to this General Administrative Order (AMvB). For example, a person aged over 75 must have submitted the health certificate to the CBR before the driving license has expired to be eligible for the scheme. Thanks to this administrative arrangement, the group of over-75s can continue driving for a maximum of one year after the driving license has expired. 

These motorists keep their current document with the expired date, but in the Driver's License Register, the RDW adds a code to the driver's license that shows that they are covered by the new temporary scheme. These drivers are not allowed to drive abroad because their driving license is not valid there. In total, as of 1 December, more than 86.000 elderly people who have submitted their health declaration will immediately be eligible for the scheme. 

In the interest of road safety, the scheme does not apply to people whose driving license is valid for less than five years due to a medical background. Over-75s whose driving licenses have been collected, withheld or suspended are also not covered by the scheme. This arrangement creates temporary space at the CBR to work with priority on the group of people who report to the CBR prematurely due to a medical condition. 

Also comes according to the Ministry of Infrastructure and Water Management more space for assessing the driving ability of exam candidates. In recent months, the CBR and the RDW have prepared their systems for the practical implementation of the temporary scheme.
