On the proposal of Minister Van Nieuwenhuizen of Infrastructure and Water Management, the Council of Ministers has approved an amendment to the Driving License Regulations. This makes it possible to temporarily extend the validity of the driving license of over-75s. 

These are people who have submitted an application for renewal of their driving license in time to the CBR, but whose driving license is in danger of expiring or has already expired due to the long waiting times at the CBR. Minister Van Nieuwenhuizen wants to implement this adjustment as quickly as possible. The intention is that the new scheme can take effect from December 1, 2019. 

By means of a General Administrative Order (AMvB), the government has arranged for the group of older drivers to continue driving for a maximum of one year after submitting a request for renewal of the driving license to the CBR. These people keep their current document with the expired date, but in the Driver's License Register the National Road Traffic (RDW) will add a code to the driver's license that indicates that someone is covered by the new temporary regulation. 

The scheme allows people over 75 to continue driving until the CBR has made a decision about their fitness to drive. There is also temporary room at the CBR to give priority to working with the group of people who report to the CBR because of a medical condition, and more space is freed up for handling requests from exam candidates and professional drivers, for example. 

A number of conditions apply to the scheme. For example, to be eligible for the scheme, a person over 75 must have applied for an extension and submitted the health certificate to the CBR before the driving license has expired. In the interest of road safety, the scheme does not apply to people who have restrictive driving license codes due to a medical background. The over-75s who qualify for the temporary scheme must still undergo a medical examination before the permanent renewal of their driving license. 

The cabinet will send the Order in Council to the House of Representatives and the Senate with the request not to have to wait for the entire four-week suspension period before the proposal is sent to the Council of State. This is to ensure the fastest possible entry into force in the interest of the people whose driving license is likely to expire or has expired. The CBR and the RDW are preparing their systems for the practical implementation of the temporary scheme.
