Police, Fire Brigade, Ambulance Services and Defense (Royal Military Police) are currently using it C2000 voice network for their mission-critical voice provision. The operational parties have a growing need for services for which data must be sent, such as real-time video. 

The C2000 system is not suitable for meeting this need. The voice network is based on the TETRA standard (Terrestrial Trunked Radio). The TETRA standard has been fully developed and the contract term of the renewed C2000 speech network will run until 2028.

Technical limitations C2000 offers no solution

In recent months, the Ministry of Justice and Security Ferd Grapperhaus has mapped out the options available to follow up on the advice of the AIVD. Initially, the options based on the renewed C2000 speech network, such as replacing (parts of) the network, were examined.

It was also explored whether a new voice network based on the TETRA standard can offer a solution. Due to the technical limitations C2000 and the impact on the management of the network, the Minister is of the opinion that these are not workable solutions.

Earlier, in a letter dated April 26, 2019, Grapperhaus indicated that specifying, market exploration, tendering and realization of a new system would probably take around five years. This insight has not changed. Experiences in the United Kingdom and Finland show that this is a long-term and long-term project. 

The aim of the feasibility study is to also provide more insight into the duration of the process for replacing C2000. The Minister is expected to report to the House before the summer of 2020 on the results of the feasibility study and the follow-up.
