The Mobility Alliance is making a number of proposals to the government on how the budget can be used.

The government must expand the Climate Fund with a transition fund for sustainable mobility, in order to offer citizens and companies the opportunity to participate in the necessary climate transition and to ensure support. In the current Climate Fund, only 1,7 percent of the available budget is allocated to making mobility more sustainable. This while the sector accounts for 18 percent of the CO2 reduction. The Mobility Alliance considers these proportions to be skewed. A more balanced distribution is desperately needed to make mobility more sustainable.

“Mobility is of great importance for the prosperity and well-being of the Netherlands. Every day millions of people are on their way to work, school, friends or family. But it must remain affordable. If the sustainability of mobility is almost entirely at the expense of citizens and companies, support for this will quickly decrease, with all the consequences that entails. Stimulation measures are therefore still very much needed.”

Twenty-six mobility parties – united in the Mobility Alliance – are therefore calling on the government to set up a transition fund for sustainable mobility. By bringing the climate target and the available funds per sector more into proportion, the Dutch can remain mobile sustainably and affordably. This is an important precondition for being able to participate in society.

The Mobility Alliance is making a number of proposals to the government on how the budget can be used. For example, it is important that network congestion is prevented for (heavy) mobility. The fund can also be used to stimulate sustainable mobility, where different zero-emission modes of transport can be combined to get to the destination.

It is important to support public transport financially.

It is also important to support public transport financially. The sector is confronted with high energy prices, inflation and disappointing passenger numbers. As a result, the costs for travelers are rising and the supply is under pressure. For example, public transport is in danger of entering a downward spiral, while public transport is an important part of the solution to the climate challenge. The Mobility Alliance therefore urges measures to be taken to allow public transport to recover and grow again. In addition, the government can also help by removing administrative and fiscal obstacles, such as

offering advantage cards for family members of an employee at a low addition percentage. In line with this, it is important to encourage pedestrians, (electric) cyclists and other forms of sustainable mobility to get to stations, stops or the final destination.

With the current policy, the transition to a clean car is becoming less and less attractive. Firstly, a weight correction will be necessary if EVs will soon also pay MRB (motor vehicle tax). After all: electric vehicles are heavier because of their battery. Without that weight correction, the monthly MRB for an electric car is 60 percent higher than for a petrol car of comparable size. This prevents many consumers from buying a (second-hand) electric car. 

Secondly, the alliance calls for the attractive addition for clean vehicles to be reintroduced. Stimulation of new EVs now threatens to be completely abolished, which will put a strong brake on the rapid construction of a healthy second-hand EV market. Finally, the government must get rid of the idea that the money flow from car taxes must be maintained. In practice, this makes driving more expensive, which affects the necessary support for the transition.
