The bicycle highway F423 follows the old railway embankment between Eeklo and Zelzate on railway line 55A, the name of both an existing and a historic Belgian railway line. It is a remnant of the original route of railway line 55.

The idea of the F423 bicycle highway dates back to the early 2010s, when the Flemish Region decided to improve mobility in the region. The highway would fill a missing link in the regional cycling network, creating an important connection between Eeklo, Assenede, Kaprijke and Zelzate.
The Province already obtained a permit for the construction of the bicycle highway in 2018. A few local residents and agricultural companies that are active on the plots along the route of the bicycle highway have lodged an appeal. The then Minister for the Environment granted the permit with a number of additional conditions on appeal. However, the minister was called back by the Council for Permit Disputes at the end of 2020, and had to do her homework again.
The initial plan for the F423 was announced in 2014 and the first section of the highway, between Eeklo and Assenede, was completed in 2017. However, the project was delayed by some obstacles, including land ownership issues and engineering challenges. This led to some frustration among the local population, who eagerly awaited the completion of the project.
