After eight months, most (agricultural) construction vehicles are registered in the province of Gelderland. In total, 43.487 agricultural vehicles, moving implements and trailers have their own registration certificate, more than in other provinces. This is evident from figures from the RDW. The RDW calls on all other owners to arrange their registration quickly, because from 1 January 2022 these vehicles must be registered in order to be allowed on the road.

Start on time

The RDW calls on owners of these vehicles to start registration quickly. Only this year you can do that online without an inspection. “Before an owner can register a vehicle, he or she must collect a number of data, such as the chassis number, year of manufacture, make, type and trade name,” says conversion manager Rob van Dokkumburg. “They are sometimes difficult to find. So do your research beforehand and look for the requested information. Once you have it ready, the registration itself is not that difficult.”

67.000 license plates in the summer

With 63% registered (agricultural) construction vehicles, Gelderland outperforms all other provinces. In the first eight months, a total of 231.000 (agricultural) construction vehicles were registered nationally, 42% of the expected total number of vehicles that must be registered. That is 134.000 tractor units, 66.000 trailers and towed machines and 31.000 so-called 'restricted speed motor vehicles' (MMBS). In the past two months, 67.000 registrations have been made. The RDW expects a total of 550.000 tractors, MMBSs and trailers to be registered. Without a registration certificate, a (agricultural) construction vehicle is no longer allowed on the road from 1 January 2022.

Waiting times

The RDW is already calling on the owners to avoid waiting times or disappointment. “Experiences to date show that most owners need help or advice when registering. We now offer this to the owners as well. That becomes more difficult if everyone calls at the last minute. In addition, if the waiting times are too long, we cannot guarantee that we can handle all requests properly. Then it may happen that the registration certificate does not fall on the mat before 1 January and you are not allowed on the road yet.”

Fine and inspection

To be allowed to drive on public roads, tractors and MMBSs must be registered from 1 January 2022. This is now possible on the website for the RDW for 18 euros. If they are not and the owner nevertheless enters the public road, he risks a fine and the vehicles may not be insured. After January 1, 2022, a tractor or MMBS can only be registered with an inspection at the RDW. The costs for this are at least 140 euros.

Concerns about MMBSs

Especially the so-called motor vehicles with limited speed (MMBS) are behind in the registration. A quarter of the owners do not yet know that they have to register their vehicle, according to research by the RDW. “We think that owners don't realize that their vehicle is an MMBS and therefore needs to be registered,” adds Van Dokkumburg. It concerns an enormously diverse group of vehicles that are used in construction, infrastructure projects and logistics, such as dumpers, excavators, wheel loaders, sweepers, mini tractors and forklift trucks, but also tourist road trains, mobile shops and returned vehicles. Large agricultural vehicles such as self-propelled harvesters are also MMBSs. With 31.000 registrations, less than a quarter of the expected 130.000 vehicles registered.
