The Human Environment and Transport Inspectorate (ILT) is planning additional inspections this year at road transport companies that started in 2018 and 2019. The ILT uses so-called 'system assessments' for this. With this, the ILT wants to gain more insight into the extent to which these newcomers comply with transport legislation and how they guarantee compliance within their company. Normally, the ILT does not visit new road transport companies (new permit holders) until it detects violations during roadside inspections or as a result of other supervisory signals. With system assessments, the ILT wants to gain more insight into compliance with transport legislation and its safeguarding within the company at an early stage in this group of newcomers.

Tachograph data and questionnaire

In connection with the corona measures, the inspections take place remotely. They are twofold: the ILT asks the companies to provide the tachograph data digitally over a certain period of time. The ILT analyzes these data for violations. In addition, the ILT asks a number of questions to entrepreneurs about their business processes by telephone. The entrepreneurs will receive a final letter with the findings from the assessment. 

Repeat

After about a year, the ILT repeats the system assessment at these companies. In this way, the ILT can check whether the initial assessment - where necessary - has led to adjustments in the business processes and better compliance with transport laws. ILT supervision focuses on fair and safe road transport. The ILT structurally enforces the rules for driving and rest times, among other things, with the aim of: preventing unfair competition in the transport sector, guaranteeing the safety, health and welfare of drivers and the safety of other road users.
