The evaluation of the Central Taxi Database practical test shows that ILT is taking major steps in taxi supervision, with the driver's license becoming the new standard instead of the BCT card.

In a significant step towards the modernization of Dutch taxi transport, the Human Environment and Transport Inspectorate (ILT) is working on an innovative alternative for the traditional taxi on-board computer (BCT) and the associated BCT cards. This initiative, designed to improve and streamline the oversight of taxi transportation, promises significant changes in the way taxi data is collected and analyzed.

The ILT has initiated the CDT Practice Test to evaluate the interaction between the IT solutions of service providers and the ILT system. The aim was to test the efficiency and effectiveness of this new technology in practice. The results are promising: the tested solution meets the stated requirements, although certain limitations were revealed during the testing phase.

One of the core findings is that the ILT technology and the organization are able to process taxi transport data efficiently with the CDT technology. This represents a significant improvement in the speed at which inspectors can access necessary data. Additionally, the authentication process, which involves scanning a driver's license, was considered a significant improvement over the use of BCT cards.

The technology and organization of the ILT are capable of processing taxi transport data with the CDT. The continued efforts of the ILT and the involvement of market parties are crucial for the success of this initiative, which aims to guarantee the quality and safety of Dutch taxi transport.

The feedback from the practice test has led to a number of planned improvements and further developments for the CDT. These include alternatives to driver license scanning, the ability to validate driver numbers, and improved integration with existing surveillance tools. These further developments will contribute to a smoother implementation and user experience for both taxi drivers and ICT service providers.

An important aspect of this development is the experience of the end users, the taxi drivers, who experience authentication via driver's license as a significant improvement compared to the existing BCT card. This method saves time during registration, which increases the user-friendliness of the system. In addition, the CDT offers inspection teams the advantage that the legally required data is immediately available, without the need to actively request it.

Furthermore, the possibility of a second practical test or pilot in the second half of 2024 is being examined. This will take place pending the legislative process of the Ministry of Infrastructure and Water Management, with the aim of gaining additional practical experience before the intended entry into force on 1 January 2025.

The ILT plays a crucial role in guaranteeing safe and fair taxi transport in the Netherlands.
