The outcome of the tender did not yield the desired result for the parties involved.

The tender for the bicycle parking facility on the north side of Eindhoven Central station has been terminated. ProRail, commissioned by the Ministry of Infrastructure & Water Management, has decided this together with the municipality of Eindhoven.

construction costs

Because the construction costs have risen and the bicycle shed would be used for a shorter period, this decision has been taken. As a result, the need for temporary bicycle parking spaces on the north side of the station will continue to exist. The municipality and ProRail are now discussing how this need can be met in a different way.

From 2016, the municipality of Eindhoven, ProRail, the ministry and other involved partners such as the NS and the province of North Brabant have been working on a temporary bicycle parking facility at Neckerspoel on the north side of the station. This facility would provide space for 5000 bicycles. Together with the Stationsplein Zuid bicycle parking, also under development, this would lead to a parking capacity of 10.400 bicycles. The temporary bicycle shed on the north side of the station would remain in place for ten to fifteen years.

no desired result

The outcome of the tender did not yield the desired result for the parties involved. The only registration we received shows that substantially more money is needed to realize the bicycle parking than expected. An important cause of this is the rising energy and material costs. Contractors have to deal with changing circumstances and that entails uncertainty. This is clearly reflected in the number of registrations and the estimated costs.

In addition, we expect the first construction activities within Eindhoven Internationale KnoopXL and the new Neckerspoel bus station to start in 2030. This also includes a permanent bicycle shed with 5000 spaces. The costs for the temporary bicycle shed can therefore no longer be explained economically: after all, the shed would be used for a maximum of seven years. ProRail then decided to abort the project.

future

With the cancellation of the tender, the need for temporary bicycle parking capacity on the north side of Eindhoven Central station continues to exist. The parties involved are therefore working on a new plan to give substance to this. The starting points here are that this temporary solution is cheaper and offers more flexibility, so that it can 'move along' with the various construction phases envisaged in the redevelopment of the area. More is expected to be known about the new plan in the second or third quarter of 2023.
