An important condition for the success of these types of measures is enforcement and cooperation.

To make traffic safer, the Ministry of Infrastructure and Water Management and the CBR will introduce two new educational measures from 1 April 2023: a 'drugs and traffic course' and a 'short course in behavior and traffic'. These courses are intended to make traffic offenders aware of their dangerous behavior so that they can make choices in the future that are better for the road safety of themselves and others on the road. If the courses are imposed, this will be in addition to the fine and the possible confiscation of the offenders' driving license by the police.  

“Responsible driving behavior is one of the most important factors in making traffic safer. The number of people driving under the influence of drugs continues to rise. And in one third of the fatal crashes the speed is too high or not adapted to the circumstances. I therefore sincerely hope that these new courses will have an effect on road safety. For everyone who participates in traffic.”

Especially young, novice drivers participate in traffic under the influence of nitrous oxide, cannabis or ecstasy. The dangers of this, both in the car, on the scooter and on the bicycle are seriously underestimated.

The new drug and traffic course is expected to teach about 5.500 people awareness, responsibility and behavioral change in the first year. All this in three half-days spread over 5 weeks against payment of € 1.099.

From April 1, the CBR will offer, in addition to the existing course for people who drive too fast and dangerously, a new shorter course in behavior and traffic for speed demons who are stopped for the first time. The existing 'course behavior and traffic' (EMG) is aimed at people who have been driving dangerously and risky for some time or who drive too fast at 60 kilometers per hour or more.

Alexander Pechtold (general director of CBR): “Cooperation with the police has recently been intensified in the run-up to these new traffic courses. We are working hard to automate the notifications that the police must make to the CBR in order to initiate an investigation or course. This automation can relieve the great administrative pressure on agents and lower the threshold for making a statement.”

The Ministry of Infrastructure and Water Management works closely with colleagues from Justice and Security in connection with enforcement. Harbers: “It is getting busier on the road and drug and alcohol use behind the wheel is increasing, enforcement and cooperation in this area are extremely important. It confronts us with the fact that there is a great need to do more to ensure road safety. My ambition is still to strongly reduce the number of road deaths.”
