The Human Environment and Transport Inspectorate (ILT) has established that there have been no exceedances at the airports in the past year.

Maastricht Aachen Airport (MAA), Rotterdam The Hague Airport (RTHA) and Lelystad Airport (LA) have remained within the noise limits in 2022. The Human Environment and Transport Inspectorate (ILT) has established that there have been no exceedances at the airports in the past year. Noise standards and rules for the use of the airport apply to all regional airports (and airlines) in the Netherlands. The ILT checks whether LA, MAA and RTHA comply with noise standards and rules and can impose sanctions if necessary. At the end of each year of use (period 1 November to 31 October), the ILT draws up an enforcement report for each airport with the results of its supervision.

New input data

As of 31 October 2022, the Ministry of Infrastructure and Water Management has published new input data for noise calculations for regional airports. As a result, the noise level of newer types of aircraft is better included in the calculation and the noise level for existing types does not change. This change applies to the entire operating year 2022. The airports have applied these new rules when drawing up their noise reports for 2022. The ILT will use the results of this in drawing up the enforcement reports.

Lelystad

The noise standards were not exceeded in the operating year 2022. LA has also kept to the rules for the night.

Maastricht Aachen Airport

The limit values for noise exposure in the enforcement points have not been exceeded. Fewer cargo aircraft have been at the airport this year than in the previous operating year. There were a total of 5 aircraft movements at the airport after 23:00. The ILT has investigated and concluded that these flights fell under the exception categories of the Conversion Regulation. As a result, there was no reason to take enforcement action against violation of this.

Surveillance of circuit flights was not carried out in this operating year. The reason for this is that the ILT has not found any irregularities in the supervision of circuit flights for a number of years and that there have been no complaints. As a result, the priority for this supervision is low. The ILT investigated 13 flights that deviated from the departure routes. These flights only marginally deviated from the departure route or they deviated due to additional instructions from air traffic control.

Rotterdam The Hague Airport

The noise standards have not been exceeded. In September last year, the ILT warned the airport to prevent a noise standard from being exceeded. Due to measures taken by the airport and as a result of the new input data for the noise calculations, the noise level has remained within the standard. There have been 1.308 night flights at the airport. That is 454 more than in the operating year 2021. Of the 1.308 night flights, 744 flights were intended for emergency assistance.

The ILT checked 41 additional flights for legality. Three landings between midnight and 01:00 did not meet the exceptions of the opening hours rules. The ILT has sent 2 warning letters to both the airline and the airport. One start after 23:00 PM did not meet the exceptions of the opening hours rules.

The ILT assessed this as an exceptional situation and therefore did not conduct any further investigation. There have been 127 military flights at the airport, of which 3 at night. Occasional use by military aircraft is permitted at the airport. The ILT investigated 112 deviations from departure routes. In all cases studied, the route deviations were the result of instructions from air traffic control for safe flight operations.
