Logging into the new generation on-board computer taxi (BCT) must be simple and secure. The ILT is looking at different ways, but as it stands now, DigiD is not available. The operating costs of the system would become too expensive. It is of course the easiest way to log in securely because you do not have to remember a password, only a self-chosen PIN code.

Privacy, security and inclusiveness of the service are becoming increasingly important and are continuously placing higher demands on the service. The rates for Logius services remained virtually the same in 2022, but that does mean that a DigiD authentication costs € 0,13 per successful authentication. The rates are set annually by the Secretary-General of the Ministry of the Interior and Kingdom Relations, the owner of Logic.

The Human Environment and Transport Inspectorate (ILT) is working on a new system for supervising taxi transport, but what is special is that it does not opt ​​for issuing a tender. For several months now, the Inspectorate has been prescribing the architecture in consultation with chain partners searches ICT companies that want to get started on this basis. The ILT focuses largely on compliance with the working and rest times of taxi drivers, but as progress is made we see that it is about more than just monitoring the times, which are recorded in the On-Board Computer Taxi (BCT) that is used in every taxi vehicle must be placed. The sector organization Royal Dutch Transport (KNV) is extremely critical of the latter.

Initially, this concerned data about the vehicle, driver, taxi company and working and rest times, also known as taxi supervision data, but the new variant goes further. ILT indicates that it is also interested in journey information such as the start and end points of the journey orders. The intention is for the agreements, working methods, regulations and (ICT) facilities to be completely ready by 2024. There will then be a transitional period for which the sector has been given until 2028 by the Secretary of State to switch from the current BCT to suitable alternatives.

The project team has indicated that it will develop a kind of prototype for the new BCT software, test it and make the instructions and technical data (including the source code) public. ILT is also willing to involve a number of carriers in the testing, on the condition that the information provision is the same for everyone, so that carriers participating in the testing do not benefit from it.

A certain standardization for a new BCT variant is necessary, but not everything has to be prescribed in detail. A carrier must be able to choose how the working and rest times are delivered. However, the data must be supplied to ILT online and in near real time. Reliability of the data to be supplied is important, but should not increase costs as much as is currently the case and should not lead to additional administrative burdens.

The intention is that taxi operators can choose themselves with which device or app they will register the A&R data and submit it to the ILT.

The data required for monitoring working and rest times in taxi transport is now recorded in the On-Board Computer Taxi, which must be installed in every taxi vehicle. This concerns data about the vehicle, the driver, the taxi company ('carrier'), departure and end points of taxi rides and working and rest times. The ILT has carried out a variant study into alternative ways of obtaining A&R data 'wirelessly and card-free'. In April 2021, the State Secretary approved the plan for the further elaboration and realization of the main variant recommended by the researchers: Data Central.

In the short term, the ILT will organize information sessions for this purpose. A digital platform has also been created for informing stakeholders and interested parties. The community of Realization Variant BCT (RVB) states information and documentation available that is shared with those involved and interested parties about the creation of alternatives for the on-board computer taxi (BCT) as a means of registration and delivery of data for the taxi supervision exercised by the Human Environment and Transport Inspectorate (ILT).
