In recent years, all parties involved have focused on the further professionalization of the boas.

As of January 1, 2023, the Examination Body for Supervision and Enforcement (ExTH) became responsible for conducting the exams for boas in public transport. To this end, the exam secretariat of the Board of Examiners Boa OV is officially handed over by the current responsible, Royal Dutch Transport (KNV).

By placing the examination secretariat with Stichting ExTH, a professional examination institute that also houses other Boa examination boards, more certainty and assurance can be provided for the future for the quality and professionalism of the boas working in public transport.

The Board of Examiners for the Special Investigation Officer for Public Transport (Boa OV) was established in 2004 by the Ministry of Justice and Security. From 2009, Royal Dutch Transport (KNV) became responsible for conducting the Boa OV exams for approximately 4.500 special investigating officers working in the public transport sector (domain IV).

At the ExTH Foundation Since 2012, various other Boa examination boards have been housed, such as the Examination Board Basic Competency Boa, the Examination Board Domain I, the Examination Board Domain II, the Examination Board Domain III and the Examination Board Alcohol Act.

In recent years, all parties involved have focused on the further professionalization of the boas. This resulted in a transfer of the Examination Board that was ratified by both parties in December 2022. KNV has obtained permission for this from the employers Boa OV and the Ministry of Justice and Security. Nothing will change in 2023 for the boas and employers in public transport. Registration for these exams is done as usual via Cito.
