The House of Representatives has agreed to abolish the BPM exemption for light commercial vehicles as of January 1, 2025. A vote was taken on this change and the 2023 Tax Plan on November 10. The amendment must still be passed by the Senate before it is published in the Official Gazette. Prior to the votes, the government parties have indicated in talks with RAI Association and VNO-NCW that they want to stick to the abolition of the exemption because this change is part of the agreements in the coalition agreement.

Market exploration motion on the availability of zero-emission vans

In addition, the Chamber has a motion which requests the government to conduct a market survey for new zero-emission vans in the summer of 2024. The motion confirms that it is unclear to the government to what extent the market for zero-emission vans will demand for affordable models with the necessary specifications, including range, payload, pulling power, etc. The motion states that if the market for electric delivery vans is insufficiently developed when the exemption is abolished, this could have a counterproductive effect on making the business mobility sector more sustainable. The market exploration looks at the availability, pricing, range, payload, pulling power and charging options of new zero-emission vans in 2025, according to RAI Association.
