The registration obligation for (agricultural) construction vehicles started on 1 January 2021. This means that anyone who owns an agricultural or forestry tractor, motor vehicle with a limited speed (MMBS), agricultural or forestry trailer or interchangeable towed equipment must register it with the RDW. This must be done before 1 January 2022, otherwise they will no longer be allowed on the road.

How do you know if you have an MMBS? An MMBS is a moving implement. This includes, for example, construction machinery such as excavators, aerial platforms and wheel loaders. But a ride-on mower can also fall under the registration requirement. These are the larger ones. A mower narrower than 130 cm does not need to be registered. A converted passenger or commercial vehicle that now no longer has a license plate, also falls under the registration obligation. If in doubt whether your vehicle needs to be registered, you can check this on the RDW website. Here you will find a decision aid that uses specific questions to determine whether a vehicle falls under the registration obligation.

Register online

You can register a vehicle via the website of the RDW. A number of vehicle details are required for registration. There is a help form on the website that contains all the necessary vehicle data. Print it out and take it with you to the vehicle to fill in all the details. For additional explanation about where some data can be found, there is also a video on the website. From mid-June, a photo of the type plate with the Vehicle Identification Number is also required with the application. Once all the requested information has been collected, online registration is very easy. And if the correct data is supplied, the application can also be processed quickly.

License plate and insurance

Every (agricultural) construction vehicle that goes faster than 25 km/h must have a registration plate. A vehicle for which an exemption is required must also have a registration plate. From 1 January 2025, the obligation to carry its own registration plate will apply to each registered vehicle. Registered agricultural and forestry tractors and MMBSs must also be insured, as now, but after registration specifically on the number plate. For this, the registration number and reporting code must be passed on to the insurer. This is also necessary if the vehicle was already insured with the relevant insurer before registration. Finally, wheeled tractors with a speed above 40 km/h are subject to the MOT obligation.
