According to Pieter van Vollenhoven, it would be good - if there are fraudulent acts - to still dissolve such a tender or contract. The manner in which the tender in public transport in the IJssel and Vecht regions has been cut to size raises questions and may have been partly created in a fraudulent manner. 

In early March, documents surfaced that Keolis and hired advisers have labeled 'fraudulent'. One of the directors concerned, whose signatures are under the side letters, has been suspended due to the matter. In a statement Keolis writes about the tender IJssel-Vecht on its website:

Keolis stands for logical and good public transport. It is for this reason that we won the IJssel-Vecht concession some time ago. Our vision on public transport requires acting with integrity. Keolis thinks it has discovered irregularities in its tender for the IJssel-Vecht tender and has informed the client about this. Keolis distances itself from any unethical behavior and will take appropriate measures. We are currently unable to provide any further information.

According to Eric Smit from Follow the Money transport company Keolis used 'fraudulent' side letters with Chinese companies in obtaining the tender. Members of the House of Representatives and public opinion. Chinese BYD Auto, a car manufacturer headquartered in Shenzhen, China, set to work on an important order from Keolis. The company produces electric vehicles such as cars, buses, bicycles and trucks.
