Student transport can start slowly after the May holidays if all conditions are met. That was one of the few easing measures that could be heard at Prime Minister Rutte's press conference. Primary schools and childcare will open in an adapted manner from 11 May.

The cabinet has decided on the basis of advice from experts, such as medical specialists and virologists. Thanks to the cautious positive development of the virus, space is created within the current measures to start education step by step.

Pupils return to school for about half of their teaching time, in smaller groups. They work from home the other half of the time. Day care for 0-4 year olds will open completely. This also applies to childminder care for 0-12 year olds. Out-of-school care (BSO) follows the same regime as primary schools. They are only open before and after school hours.

The BSO is available to them on days when children go to school. Not on other days. The government will continue to reimburse parents for their own childcare contribution. Pupils in special education and special primary education go back to school every day from 11 May.

The step-by-step opening of the schools helps to give education in the classroom again. So that all children receive full education again. It also helps to get a better picture of vulnerable children. In addition, this partly reduces the pressure on parents, giving them more room to work better (at home). It is up to schools themselves to fill in education at their school from 11 May, based on whole days of education. Schools and BSOs together look at how the connection between school and BSO can be realized as well as possible.

health risks limited

RIVM indicates that the health risks for children are very limited. It is therefore not necessary for children to keep a distance of 1,5 meters between themselves and with respect to adults only when possible. Parents and teachers must keep their distance from one another.

Current hygiene regulations, such as no shaking hands, remain in effect. Adults and children with health problems or who belong to the risk groups (over 70 years of age or with certain underlying conditions) do not attend school. The effects of opening day care centers and schools are closely monitored. If they have complaints, pedagogical staff and teachers are given the opportunity to have themselves easily tested for the virus, just as in healthcare.
