To operate a taxi or ceremonial transport service, one has a permit for individually paid passenger transport required from the city or municipality where one is located. The authorization is valid for 5 years, throughout Flanders, but not in Brussels.

From 1 January 2020, a new permit for operating services for individually paid passenger transport will apply. For existing taxi and VVB operators with a permit issued before 31 December 2019, a transitional provision whereby the pending authorizations can expire as foreseen. This means that all rules, possibilities and restrictions of that authorization continue to apply. 

Licenses from 1 January 2020 are immediately subject to new conditions, and must, for example, provide proof of Dutch language skills. The driver card, on the other hand, applies to drivers and not to operators, and is compulsory from 1 July 2020 for all drivers, regardless of the type of authorization of the operator for whom they are driving.

The taxi permit is a unique permit for different types of exploitation. Specific conditions apply depending on the type of transport you wish to carry out. With a street taxi permit, you can operate your taxi service throughout Flanders. The permit is not limited to exploitation in (or from) the municipality where it was applied for.

If you want to operate a taxi stand, in addition to the permit, you request a separate authorization from the municipality where the pitches are from which you want to operate the taxi service.

For transport in the context of a ceremony (wedding, baptism, funeral ...), a written agreement with the customer is drawn up in addition to the permit.
