Update Amsterdam enforcement policy taxi

On 12 November 2019, the Commission adopted an update of the taxi enforcement policy memorandum. The enforcement policy has been updated in response to the amendment of the Taxi Regulation in 2018. This is a first step towards 1 taxi market in the city. Until we actually have 1 taxi market, the municipality is bound by the existing Taxi Regulation, which mainly supervises the start-up market. The change will take effect in April 2020, so that all parties have time to prepare for it.

More responsibility with TTOs and better taxi transport

The new enforcement policy aims to make the TTOs more self-responsible and to better tackle malfunctioning drivers in the entry-level market. With this we want to improve the quality and safety of taxi transport. In practice, only a small proportion of drivers have been found to have committed a violation. No violations are found in approximately 80 percent of TTO drivers every year.

Sanctions by the municipality and TTO

In enforcement on the entry-level market, a distinction is made between offenses sanctioned by the municipality and sanctioned by the Authorized Taxi Organization (TTO). This concerns the violations that the municipality or the police detect. In the event of violations discovered by the TTO itself, the TTO will do everything sanctions.

A clearer distinction is made between the responsibilities of the TTOs and the responsibilities of the municipality, with more responsibility and space for TTOs to sanction their drivers.

The municipality actively supervises TTOs through enforcement policy. TTOs must meet the requirements for good business and process management and must adequately monitor the behavior of the affiliated drivers. When TTOs function well, they are less monitored. Inadequately functioning TTOs are subject to more frequent and stricter supervision.
